Red, White & Blue!
Spotlight on SCAS
The South County Animal Shelter (SCAS) Coalition was formed in response to the lack of a pro-humane animal shelters serving Aliso Viejo, Lake Forest, Laguna Hills and Rancho Santa Margarita. SCAS is a coalition of four cities that have joined forces to establish a pro-humane animal shelter in their region. These cities still maintain a contract with the County Animal Shelter in Orange. SCAS Coalition's goal is to form a pro-humane animal care facility where adoptable animals will not be euthanized because of space constraints.
SCAS Coalition encourages citizens of these four cities to contact their city council members and demand a pro-humane animal shelter like those in our surrounding cities. If you'd like to help by writing a letter to your town,
please click here.
Another great way to show your support…Join the SCAS's Lake Forest July 4th Parade entry! This is a wonderful opportunity to get out the SCAS's message of support for a pro-humane animal shelter in South Orange County. Additional details found below under our

California Healthy Pets Act
The OC Dogumentary supports the California Healthy Pets Act (A.B. 1634) which aims to reduce pet overpopulation in California. This bill, sponsored by Assemblyman Lloyd Levine, a Democrat from Southern California, requires cats and dogs over the age of four months to be spayed or neutered, unless the person caring for them possesses an intact permit, as specified. Pet owners who have not spayed or neutered their pet would be cited and given time to spay or neuter their pets before a fine would be assessed.
Local animal control agencies would be responsible for enforcing the California Healthy Pets Act. A portion of the fines collected would be used to expand the availability of free or low-cost spay or neuter programs and other outreach efforts.
The California Healthy Pets Act exempts:
• Purebred dogs and cats whose owners obtain a permit
• Dogs who work as guide dogs, service dogs, or signal dogs
• Dogs who are used by law enforcement agencies for
law enforcement or rescue activities
• Dogs and cats whose veterinarian determines that due to age, poor health, or illness it is unsafe to spay or neuter them
• Non-resident show dogs and dogs brought into the state for exhibition

Making a phone call to your legislator is very easy; a staff person will take your message and pass it along to your senator. I recently made a phone call to Senator Harman, stating “I am calling to support A.B. 1634”, giving my name and zip code.
